Résumé

RÉSUMÉ: Cette thèse est située dans une réflexion générale sur le rôle du système de microfinance dans la lutte contre la pauvreté, un des plus grands enjeux de développement au niveau local et mondial. Son objectif était d’étudier les expériences de partenariat qui se développent entre les institutions de microfinance et les organismes internationaux d’appui à la microfinance au Rwanda afin de cerner leur nature et de comprendre si elles ont une contribution en matière de renforcement des capacités des institutions de microfinance (IMF) dans l’accomplisse¬ment de leur mission sociale envers les populations pauvres. Le terrain du Rwanda choisi comme cadre de recherche se prête à cette étude en raison de la forte précarité socio-économique du pays au lendemain du génocide de 1994 qui s’harmonise avec le contexte global de l’étude. De plus, l’étude s’inscrit dans la continuation de notre recherche de maîtrise réalisée dans ce même lieu. C’est cette dernière qui a suscité notre intérêt à l’endroit des problématiques de partenariat en microfinance. Au Rwanda et ailleurs dans le monde, de nouvelles possibilités de financement pour les populations n’ayant, auparavant, aucun accès aux prêts bancaires sont expérimentées, dont l’approche partenariale récente en microfinance et définie comme une stratégie intégrant la synergie entre les acteurs. Cependant, le partenariat en microfinance reste peu documenté à ce jour. Les études portant sur les formes de partenariat dans ce secteur en général sont rares dans le monde et particulièrement en Afrique. Plus encore, celles qui concernent le partenariat entre les IMF et les organismes internationaux d’appui à la microfinance sont quasi inexistantes.
Telle est l’une des contributions de cette thèse qui s’est penchée sur la pratique partenariale dans le système de microfinance en axant sur les relations liant les IMF et les organismes internationaux d’appui à la microfinance au Rwanda. L’étude s’est inspirée des approches du développement territorial et de l’économie sociale et solidaire pour expliciter les concepts-clé de recherche, à savoir : l’empowerment organisationnel et le partenariat interorganisationnel. La méthode de recherche privilégiée est l’étude de cas, soit quatre institutions de microfinance (IMF) rwandaises travaillant avec un organisme international. Outre la recherche documentaire portant sur la période de 2007 (année du début du partenariat étudié) à 2011 (dernière année avant la recherche), les données ont été complétées par une série d’entrevues. Guidée par nos questions de recherche, l’analyse a été faite en deux parties. Nous avons commencé par examiner la contribution que peut avoir le partenariat IMF/organismes internationaux d’appui à la microfinance sur les capacités des IMF en termes de trois variables du pouvoir retenues pour l’étude : « le pouvoir en », « le pouvoir de » et « le pouvoir avec » correspondant respectivement aux capacités organisationnelles, opérationnelles et relationnelles en matière d’empowerment organisationnel avant d’analyser son évolution vers une relation interorganisationnelle équilibrée dans le secteur de la microfinance. Les résultats de recherche ont révélé que, par une double approche de capacitation et d’autonomisation, les IMF ont acquis par le bais du partenariat de nouvelles ressources et compétences qui augmentent leurs capacités d’amélioration et d’extension des services financiers à leur clientèle pauvre.
Parallèlement au pouvoir interne et opérationnel, les IMF ont acquis les capacités relationnelles leur donnant plus d’assurance et d’implication dans le processus partenarial avec les organismes internationaux d’appui à la microfinance et dans les réseaux d’acteurs du même secteur. En même temps, les organismes ont acquis aussi des compétences en matière de connaissance du terrain et des populations locales, ce qui confère au partenariat l’image d’un échange réciproque où chacun donne et reçoit quelque chose en retour. Pour ce qui est de l’évolution du partenariat IMF/organismes internationaux d’appui à la microfinance, la recherche a montré que tout en suivant les mêmes étapes de négociation, d’entente et d’engagement que d’autres types de relations interorganisationnelles exposées dans la littérature, le partenariat examiné est évolutif. Il a passé par deux phases : celle du soutien à la survie des IMF et la phase actuelle de l’empowerment organisationnel. De plus, à l’étape examinée au moment de l’enquête, des signes de son évolution vers une relation équilibrée sont décelés. En effet, les nouvelles capacités acquises par les IMF génèrent des sentiments d’auto-estime et une implication plus importante que nous estimons favorables à l’équilibre partenarial fondé, d’après la littérature, sur l’équivalence des apports, des responsabilité et des bénéfices des parties concernées. -- Mot(s) clé(s) en français : développement territorial; économie sociale; partenariat inter-organisationnel; capacités; organisations; micro-crédit; empowerment organisationnel; Rwanda. -- ABSTRACT: This thesis is an outcome of a general reflection on the role of the system of microfinance in the fight against poverty, one of the greatest challenges to development, both at the local and global level. Its objective was to examine, through the documentary analysis and interviews, the experiences of partnership which develop between microfinance institutions and agencies supporting microfinance in Rwanda in order to identify their nature and to understand if they have a contribution in building the capacities of the microfinance institutions (MFIs) in the fulfilment of their social mission toward the poor. The field of Rwanda chosen as research framework lends itself to this study because of the strong precarious socio-economic fabric of the country in the aftermath of the 1994 genocide that aligns with the overall context of the study. In addition, this study is part of the continuation of my postgraduate research carried out in the same place and after which my interest was aroused concerning the Problematic of partnership in microfinance. In Rwanda and elsewhere in the world, new funding opportunities for the populations previously without access to bank loans are experienced henceforth the recent partnership approach in microfinance which is defined as a strategy for integrating the synergy between the actors. However, at this time, there is limited records on the partnership in microfinance. The studies related to this type of partnership in this sector, in general, are rare throughout the world and particularly in Africa. Moreover, those which relate to the partnership between the microfinance institutions (MFIs) and agencies supporting microfinance are almost non-existent. Therefore, this thesis focuses on the partnership practice within microfinance systems with emphasis on the relationships linking IMFs and agencies supporting microfinance in Rwanda.
The study is based on the approaches of the territorial development and the Social and Solidarity Economy for explaining the key concepts of research namely : the organizational empowerment and inter-organizational partnership. The preferred research method is the documentary research covering the period from 2007 (start year of the partnership herein examined) to 2011(the year before this research was carried out). The data have been supplemented by the interviews. The research sample was composed of four MFIs consisting of two operating in the city of Kigali and in the rural areas: SWOFT S.A. and ACB S.A and two providing services exclusively to the rural environment: Uniclecam Ejo heza and Wisigara Uniclecam and two agencies supporting microfinances: Terrafina microfinance and AQUADEV CA. Guided by our research questionnaire, the analysis has been made in two parts. We began by examining the contribution that the partnership between MFIs and agencies supporting the microfinance may have on the capabilities of the MFIS in terms of three variables of the power selected for the study : "The power in", "the power of" and "the power with" corresponding respectively to the internal, operational and relational capabilities, in relation to organizational empowerment before analyzing its evolution toward a balanced inter-organizational relationship in the microfinance sector.
The research results revealed that, by using a dual approach of “capacitation” and empowerment, MFIs have acquired, through the partnership, new resources and skills which increase their capacity in terms of improvement and expansion of financial services rendered to their impoverished clientele. Alongside domestic and operational power, MFIs have acquired relational capabilities giving them more insurance as well as more involvement in the process of partnership with the agencies supporting microfinances and within the network of actors in the same sector. In regards to the evolution of the partnership between MFIs and agencies supporting microfinances, the research results have revealed that while following the same steps of negotiation, agreement and commitment over and above inter-organizational relations, the studied partnership is scalable. It has passed through two phases: supporting MFIs in their survival phase as well as the organisational empowerment which is the current phase. In addition, at this stage, signs of its evolution toward a balanced relationship are detected. Indeed, the new capabilities acquired by the MFIs generate feelings of self-esteem and a more substantial involvement that we believe favorable to the balance of partnership based on the equivalence of inputs, responsibility and the profits of concerned parties. -- Mot(s) clé(s) en anglais : territorial development; social economy; inter-organizational partnership; capacity; organizations; microcredit; organizational empowerment; Rwanda.
